Poverty Alleviation in Bihar. Vol. 52, Issue No. 6, 11 Feb, 2017. Discussion. Pradeep Kumar Mishra
The paper “Eliminating Poverty in Bihar: Paradoxes, Bottlenecks and Solutions” is near perfect in terms of the issues raised. But there is a need to go beyond focusing on the economic and infrastructural aspects of development. A complex society like Bihar needs a revolution in terms of bureaucratic restructuring, remittance-based planning, and promotion of an entrepreneurial culture.

Translating the potential of the Forest Rights Act into reality is a challenge even in regions “meant for” Adivasis, such as the Baiga Chak in eastern Madhya Pradesh, given the weak capacity for collective action, tangled relationship with the forest department, changing youth aspirations, and people’s conception of the environment at variance with some provisions of the act.
