Sufi music and books, an Indian actor passing, 25 new books, and articles from recent issues of Biblio (2), Seminar (5) and the Indian Economic and Political Weekly (7 articles).

TomMAzad1Indian actor passing. Some of you may have known Tom Alter, Padma Shri actor and writer, who died aged 67 in late September 2017.  http://toi.in/xHlgYb/a19fi  He acted in over 300 India films, as well as Urdu stage performances such as his he two-and-a-half-hour-long solo play, as 'Maulana' and other characters and the theatrical reproduction of William Dalrymple's 'City of Djinns,' He occasionally was a cricket sports commentator, etc. I enjoyed getting to know him in recent years as a Woodstock School (Mussoorie) alumni, though he was 8 years my junior at school. A very interesting and entertaining person.

The paper “Eliminating Poverty in Bihar: Paradoxes, Bottlenecks and Solutions” is near perfect in terms of the issues raised. But there is a need to go beyond focusing on the economic and infrastructural aspects of development. A complex society like Bihar needs a revolution in terms of bureaucratic restructuring, remittance-based planning, and promotion of an entrepreneurial culture.

Translating the potential of the Forest Rights Act into reality is a challenge even in regions “meant for” Adivasis, such as the Baiga Chak in eastern Madhya Pradesh, given the weak capacity for collective action, tangled relationship with the forest department, changing youth aspirations, and people’s conception of the environment at variance with some provisions of the act.
